On December 1998, the University of Texas System, UTEP, the Texas Tech University and the Health Sciences system agreed to build a joint medical-health research facility here in El Paso. Eventually, the El Paso County Medical Society, Thomason Hospital, the El Paso City County Health District, the Texas Department of Health, the University of Houston School of Public Health, and the El Paso Community College also joined in the effort to create a united medical health facility. This endeavor would be called the Border Health Institute.
